Pagels wants all players based outside the country to be available for the friendly against Botswana, which falls on the FIFA calendar for international friendly matches.
In the past, Zimbabwe football's governing body has often failed to raise funds to bring in foreign-based players for such games.
Bhasera, who has recently been linked with a move away from Argyle, has been capped 20 times by Zimbabwe.

Seating tickets are priced at £19 for adults, £15 for over-65s and students and £7 for under-16s. Standing tickets cost £17, £13 and £5 respectively.
The Travel Club coach will leave Home Park at 9am. The fare is £19 for members and £22 for non-members.
