Vellacott, who lives in Mortehoe, qualifies to play for Scotland through his mother, Sandra Vellacott.
Last March, he was man of the match for Scotland under-17s in a 33-15 defeat to England.
He has made the No 9 shirt his own at Barnstaple this season with a string of impressive performances.
His appearances have been limited recently by his Exeter Chiefs Academy and Scotland commitments but he is expected to be available for Barnstaple's last five matches in National Three south west.
