The attraction, on site of the former Strand arcades on the harbourside, is the brainchild of Adam Cairns.
He said: "It has been hard work to get it going. We've invested £700,000 on this adventure including buying the building which is a lot of money and it is not finished.
"We've only been opened officially for a week but already we're making it better.
"It has been tough going but it's very good to see it open a last."
The attraction was launched with an official party attended by about 80 people including representatives from Brixham Town Council and Torbay Council.
Designer Jonathan Bean, who created the attraction, was also there to cut the ribbon.
The well-attended event was hosted by owner Mr Cairns with Torbay deputy mayor Cllr David Thomas saying a few words during the opening ceremony.
The Old Gaffers provided musical entertainment.
Cllr Thomas said: "I was delighted to be invited to the opening of The Smuggler's Story in Brixham, the newest tourist attraction in the Bay.
"I was amazed at the quality of the attraction and was extremely pleased with the interpretation of the local history of smuggling in Brixham.
"The attraction also features a great telling of the story of 'Resurrection Bob', I'm not going to spoil the story for you, you simply need to go and visit yourself. You will not be disappointed."
