Dispersal orders issued to keep yobs off Plymouth streets

FIREBUGS, yobs and vandals are being targeted in Keyham and Barne Barton in the run up to Hallowe'en and Bonfire Night.

Dispersal orders have been issued to cut down on crime and anti-social behaviour in both areas.

The orders were requested by Plymouth police and signed off by Plymouth City Council's cabinet member for cooperatives and community development, Chris Penberthy.

The Barne Barton order will be in place around the clock and will last for two months from October 19 until December 10, 2012.

The dispersal area covers:

Poole Park Road and the junction of Kinterbury Road travelling south west down Kinterbury Road to the MOD boundary wall.

Following the MOD Boundary wall past Furse Park, Talbot Gardens and Savage Road to the junction with Poole Park Road.

The boundary intersects Poole Park Road and Savage Road and travels north encompassing Mantle Gardens.

Continues west along the Old Farm Road estate including Kiln Close then south to the northern edge of Poole Park Road (not including Miers Close), continuing along Poole Park Road finally joining with the junction of Kinterbury Road and Foulston Avenue.

A spokesman for Plymouth City Council said: "Residents in Barne Barton have previously complained about antisocial behaviour with fireworks, criminal damage to property and vehicles and other problems caused by large groups of people hanging around outside their homes.

"The order will be used as part of a wider package of measures to tackle crime and antisocial behaviour in the Barne Barton area including coordinated youth work.

"The police will conduct a range of activities to provide advice and reassurance to residents."

The Keyham dispersal order will come into effect on October 19 but will be in place for six months, around the clock.

The dispersal area covers:

From the junction of B3396 Saltash Road and Wolseley Road travelling south easterly down Wolseley Road to the junction with Alexandra Road.

Along Alexandra Road to the junction with Melville Road.

Travelling south along Melville Road to St Levan Road.

Travelling westerly along St Levan Road then north at Saltash Road finally joining the starting point at Wolseley Road.

Other measures will include the police, the council's Streetwise Team and other agencies working with young people and police officers will carry out high visibility patrols.

Councillor Penberthy said: "Halloween and Bonfire Night often result in an escalation of problems so we want to ensure measures are in place before then. Our teams and partner agencies will also be working with the community."

A dispersal order means a police officer can instruct people to leave the area if there are reasonable grounds for believing the presence or behaviour of two or more people in a public place has resulted, or is likely to result, in members of the public being intimidated, harassed, alarmed or distressed.

The orders are subject to call-in by the council's scrutiny committee.

    “I actually live in Barne Barton and I have to say that the crime rate is down quite a lot lately. I've lived here for 15 years now and never had any problem. Maybe I live in the "better" part of what has been labelled a bad area but you know there are good and bad wherever you go. There's problems in what used to be "posh" areas, Plymstock, Hartley, Plympton.....so maybe it's the sign of the times. I often see kids out playing after dark that should have been in bed at 7.00p.m. and youths roaming the streets after midnight, it's the same old thing though isn't it...where do their parents think they are, or do they even care. It's such a shame that the kids today are all labelled the same because the majority of the kids around here are great. It's just the odd one or two that give them all a bad name. Maybe if there was somewhere for them to go or something for them to do...I don't know the answer really but I truly believe that a lot of it stems from lack of discipline from an early age, being taught right from wrong and the schools aren't allowed to discipline, it's such a shame, kids need boundaries and standards to grow into responsible adults unfortunately that has been taken away from society as a whole and we are faced with a few generations of people that just don't care as long as they are ok. It's no good blaming the Police, Council or Government, responsibility for children should come from their parents initially and if they haven't got the ability to teach standards then we are on a no hoper from the start.”

    “There should be PERMANENT dispersal orders in place in these areas, as well as many others. But they MUST be enforced, otherwise as "Rattler" comments - they are not worth the paper they are printed on. ZERO TOLERANCE.”
