"The two more seriously injured were taken to hospital – one is in a critical condition.
"The third man is described as walking wounded."
All three were from the Tiverton area.
Two air ambulances landed at the scene to ferry the injured men, aged in their 40s.
One of the injured men was flown to Derriford Hospital in Plymouth where last night police said he remained in a critical condition.
Meanwhile the second man was flown to Royal Devon and Exeter Hospital.
A 43-year-old man from Saltash who was driving the van was later arrested on suspicion of dangerous driving.
He was taken to Heavitree Road Police Station in Exeter for questioning.
The A361 was closed in both directions at Bolham roundabout as crash scene investigators examined the area.
