Final details revealed for new Devon town
Community assets worth an estimated £110 million as part of a planned “new town” in Devon have been outlined in a draft legal agreement.
Some 5,500 homes are planned for Sherford, near Plymouth, in a development said to be worth a total of £900 million.
South Hams District Council and Plymouth City Council resolved to grant planning permission two years ago, although final permissions have not yet been issued.
Among the last stumbling blocks has been the detail of a legal framework – known as a Section 106 agreement – making provisions for elements such as affordable housing and community facilities.
Those were made public yesterday wed as part of a consultation process before going to each of the councils for formal agreement.
It includes plans for three primary schools, each capable of taking more than 400 pupils, with nursery facilities and a 750-place secondary school.
GPs surgeries, one with an integral children’s centre, are also scheduled to be constructed along with a permanent youth centre.
Also included is a 500-acre park with at least one cafe, a shop, a pub and potentially a community organic farm. In the same vein, 10 acres are to be set aside for allotments.
Developers Red Tree are also committed to building indoor and outdoor sports centres with football and cricket pitches, tennis courts and a 25-metre swimming pool complex. There are also plans to provide 50 per cent of the town’s energy from two large wind turbines.
Just over 400 affordable homes will be provided in the first 2,750, less than were originally envisaged, with more in the second phase.
The legal framework and final outline planning permissions could be decided before the end of the year. Work could start in 2012.

“Should the committees approve the Section 106 agreement, Sherford will then rapidly move on to its construction phase which will bring with it the delivery of homes, the creation of thousands of jobs and hundreds of millions of much needed economic investment in the South Hams and Plymouth.”
