Great Britain are taking on nine other countries at the championships next month, including defending champions Spain.
Crediton's Sam Hill started for England as they lost 27-12 to Ireland in the IRB Junior World Championships.
Tries from Chris Walker and Henry Slade were not enough for England and Ireland will now face France at Newlands Stadium for a tilt at fifth spot in the competition.
Hill, who started in the centre, and his teammates will now face Australia in the seventh-placed play-off.
