"I recognise the long term benefits of the improvements which have been made which include an extended life of the structure. This is now a sustainable facility for the next 30 years, with long term savings on energy consumption and annual maintenance costs."
The celebrations start at 10am with an official jump-in at 10.45am.
The general public is invited to mark the opening by taking up a special swim offer of £1 taking place from 11am to 4pm on Saturday and from 9am to 2pm on Sunday.
Torbay Council provided funding of £450,000 and Sport England's Inspired Facilities fund provided £150,000.
The works have enabled the pool to once again become a much-needed facility at the heart of the community.
Robert Margetts, chairman of Swim Torquay, said: "I am delighted Torbay Council and Sport England have given a new lease of life to the pool, which is vital for so many of the population of Torbay to enable them to learn to swim and continue with a healthy lifestyle."
