The Government has revised its controversial clampdown on housing benefit by exempting armed forces families and foster carers from the so-called "bedroom tax".

Estimates based on official figures indicated 9,170 people living in social housing in Devon and Cornwall were set to lose an average of £637 a year.

Under the Government's proposals for an under-occupancy penalty – dubbed a "bedroom tax" by critics but a "spare room subsidy" by those for –  people would receive a cut in housing benefit where they are deemed to have spare bedrooms.

But after a sustained Labour campaign warning vulnerable families would suffer,  Work and Pensions Secretary Iain Duncan Smith today moved to "clarify" the rules – indicting he did not believe it to be a U-turn.

The exemption for military families is significant for the Westcountry as around 14,500 service personnel are based in Devon and Cornwall – one of the biggest concentrations in the country.

In a written ministerial statement, Mr Duncan Smith said: "People who are approved foster carers will be allowed an additional room, whether or not a child has been placed with them or they are between placements, so long as they have fostered a child, or become an approved foster carer in the last 12 months."

The statement adds: "Adult children who are in the armed forces but who continue to live with parents will be treated as continuing to live at home, even when deployed on operations.

"This means that the size criteria rules will not be applied to the room normally occupied by the member of the armed forces if they intend to return home."

The Department for Work and Pensions also confirmed councils would be given the power to exempt families with severely disabled children. Exemptions were already in place for pensioners.

In Prime Minister's Questions in January, Plymouth Moor View Labour MP Alison Seabeck  raised the impact on military families.

Ms Seabeck said: "Is it right that a mother in my constituency may not, because of the Prime Minister's bedroom tax – and as confirmed by his Minister – be able offer her son, serving in Her Majesty's Armed Forces, either a home or a bedroom on his return from duty?"

David Cameron promised to look into the case, but stressed the need to get to grips with a £23 billion housing benefit bill, and pointed out many in privately rented properties "cannot afford extra bedrooms".

The Government says the proposals will save money and help deal with a housing shortage by encouraging people to move out of homes that are too big for them.

    “For it's Tommy this, an' Tommy that, an' "Chuck him out, the brute!"
    But it's "Saviour of 'is country" when the guns begin to shoot;
    An' it's Tommy this, an' Tommy that, an' anything you please;
    An' Tommy ain't a bloomin' fool,you bet that Tommy sees!

    It's worth considering what actually happen the last time 'the guns began to shoot' in earnest and this country found itself in real peril. The professional armed forces failed spectacularly and had their asses kicked from one end of Europe to the other. They ran, and only just escaped (throwing much of their weaponry away in the face of the enemy.) Fortunately the civilians of this country joined up and turned things around.

    And while you're about it you might consider that the 'saviour of 'is country' has lost the last two wars he's fought. Iraq and Ganners. Still it's nice to dream, eh?”

    “Anyone who believes that the government will look after military families is living in cuckoo land, just look at the thousands of redundancies being implemented across the services. The resulting devastation on them and their families is all too familiar many live on base in modest TIED ACCOMMODATION and will be made homeless without a thought for their sacrifices. It is a national scandal.”

    “Watcher11269

    you never `had` to fight either matey, you signed on as you would with any job and did the job you were being paid for....as for the rest of your essay, if you truly believe we live in a democracy I think you've had the wool pulled over your eyes, Take Afghanistan, we originally joined that fight to show solidarity with the Americans on there war on terror (laughable in itself who do you think armed the Taliban etc when they were fighting the ruskies?) There is no reason for us to still be there other then profiteering for the arms company's etc....you are never going to bring democracy to a tribal society such as they have in that country and to try otherwise is just a pointless waste of life and resources.

    as for fighting based on decisions made by a democratically elected government? which one do you mean exactly? Id hardly call ours that, we have a malfunctioning coalition government noone voted for and noone in either party other then those at the top would have wanted considering said parties differences and those at the very top do whatever the hell they like regardless of public opinion.

    I hear we`re now planning to arm the extremist Islamists in Syria......while we`re giving support to fight them in mali....you couldn't make it up could you? sorry mate but playing chess with the arab nations is not `fighting for democracy` in any sense of the word.”

    “Lashius/Iamright,
    I'm not an old man, (well maybe so...), I'm just coming into my forties.... I actually did and still serve in the military. Forgive me for being old fashioned,but I did join to serve ( I know, altruism is out of fashion...). I gave up civil liberties, freedom of certain choices and a lot of my life to it and to this country. I know it's my choice...
    I've stood freezing in the night, guarding things that seemed unimportant, I've engaged in foreign humanitarian aid when called to ,helped UK nationals leave a country tearing itself apart in civil warfare, fed street urchins my evening meal knowing that at least I know where my next meal/ration pack will come from (even if it's 16 hours away). I've been injured but recovered,lost friends before my eyes, had one die in my arms and will NOT be called naive by you... I don't fight for arms companies- what a ridiculous comment to make.You honestly believe that we want wars to continue? Forgive me, I don't know you or your background but I would assume you've never had to fight (on a war footing)? Now who's being (ever so slightly) naive?
    I do fight for the decisions sanctioned by a democratically elected government ( notice the 'd' word again?). A government elected by you and people like you who live in a democracy... If you don't like the military or what it stands for then I'm truly sorry. If you don't like what we do, then please, please, please vote for a government change- not fighting would make my life and that of my comrades in arms so much easier- no more lying to friends ripped apart by mine strike, telling them they're going to be fine as you silently pray that the MERT (medical helicopter) will arrive before they bleed out,no more carrying friends to rest, seeing their families devastated by their loss. No more discomfort of having to make small talk with their family and widowed wives. No more having to remember mates on the eleventh day of the eleventh month....
    As for compensation, did you know that we are the lowest paid armed forces in Europe? That if you work on an hourly rate whilst on active service, the basic salary works out at £2.85 an hour? That not 10 years ago, the average private soldier (with a family in tow), was actually living on the poverty level and being advised to claim income support to feed them? That the military haven't had a pay rise for 3 years despite work load increases and manpower decreases that have pushed us to the brink? That when being transported to and from war zones by ship that our 'living' space is actually smaller than that afforded to animals transported to the abbotoir under EU regulations? I could go on but I'd bore you to tears... We don't demand special treatment- what is given to us is (again) decided by government ( those people you vote for remember?). We have no real voice in the matter, we can't strike or take a vote on it, so please don't villify us....
    I'll just leave you with these 2 tidbits for your delectation:

    "We sleep safely at night because rough men stand ready to visit violence on those who would harm us." (Churchill)

    For it's Tommy this, an' Tommy that, an' "Chuck him out, the brute!"
    But it's "Saviour of 'is country" when the guns begin to shoot;
    An' it's Tommy this, an' Tommy that, an' anything you please;
    An' Tommy ain't a bloomin' fool,you bet that Tommy sees! (Kipling)”
