"We've been selling milk for less than the cost of producing it. We need to be selling at 33p per litre, that's a penny to meet production costs, a penny pocket money and a penny for reinvestment."
The industry leaders agreed to the voluntary code after months of talks with processors and farmers' representatives. It's designed to ensure balance in contractual terms for all parties.
NFU dairy board chairman Mansel Raymond said: "I am delighted that this initiative is ready after months of hard work on all sides.
"The NFU has championed the need for improving dairy contracts and we're very pleased that at long last we can move forward with the industry on a robust and ambitious strategy for the dairy sector."
