Neighbours have spoken of the aftermath of the accident which happened at around 8.30pm on Wednesday.
One resident said the thud of impact sounded as if "someone had dropped a wheelie bin from a good height".
The neighbour, who did not wish to be named, added: "It was my kids who saw it out of our upstairs window and they told their mum that there was a man lying out in the road, so she ran out to see if she could help.
"Both cars involved had stopped and someone had got the lad into the recovery position while a neighbour had brought a blanket to cover him."
According to neighbours an emergency doctor was first on the scene while four police vehicles and an ambulance soon followed.
Eyewitnesses watched as paramedics worked to administer medical treatment to the rider.
Police closed the road for nearly eight hours following the accident.
The biker was taken to Derriford Hospital by ambulance.
A spokesperson for Devon and Cornwall Police said the motorcyclist had suffered internal injuries and was "seriously ill".
They said officers from the serious collision unit were called to the scene at 8.45pm and began gathering evidence and making local enquiries.
Officers closed the road until 4am and no one else was said to be injured.
The incident has been referred to the force's Serious Collision Unit who are now investigating.
