This alerted the couple who immediately 'stopped what they were doing' to investigate.
They got up and saw Symons scampering away down the drive.
But he was in such a rush to leave he dropped his cigarette lighter and left incriminating DNA at the scene, allowing police to trace him.
Symons, formerly of Torquay but now living in Church Road, Bristol, appeared before magistrates in Torquay and admitted one count of observing a person doing a private act for the purpose of sexual gratification.
The incident happened on August 13 at about 3am.
The court was told the couple were in the bedroom having sex when they heard a noise outside the window.
Prosecutor Philip Sewell said: "About 10 minutes later they heard a voice saying 'I'm watching you'.
"They stopped what they were doing and the husband saw a man at the end of the driveway."
Symons told police he was out walking down a back lane behind the house when he spotted the couple having sex.
Deciding to get a better view he approached the window and peered inside.
The court was told Symons suffered from a number of illnesses including frontal lobe brain damage.
He said he was not taking his medication at the time and 'doesn't normally behave like that'.
Mitigating, Paul Dentith said the offence was 'opportunistic'.
"The curtains were open and the lights were on," he said.
In a victim impact statement the wife said she used to leave the doors and windows of the house open, but now felt unsafe and was too scared to go outside in the evening to call the cat in.
The husband said he was embarrassed and feared Symons might come back again.
The court was told the defendant had seven previous convictions, the last similar one in 1988.
The case was adjourned for pre-sentence reports.
Symons was told he must sign the Sexual Offences Register.
He will be sentenced on January 7.
