The 18-year-old then extended the visitors' lead four minutes later when he lobbed the ball over Lavercombe after some sloppy defending from the Gulls.
Argyle had a lot of experience in their side, with all of their starting line-up being professionals.
Left-back Ben Purrington, 17, was the only one not to have played for the Pilgrims at first team level.
Harvey had a couple of early chances for Argyle as he linked up with Andres Gurrieri.
First, he headed wide when he got on the end of a free-kick from Gurrieri .
Then, soon afterwards, Harvey latched onto a through ball from Gurrieri but he sliced his shot off target.
Andre Blackman, on the left of midfield, almost put Argyle ahead in the 18th minute.
The Pilgrims were awarded a free-kick for a foul on midfielder Luke Young and Blackman took the set piece, crashing the ball against the crossbar.
Centre-back Jamie Richards had another chance for the visitors when he headed over after a cross into Torquay's penalty area.
The Gulls had to wait until the 26th minute for their first shot on target.
It came from Plymouth-born winger Dan Sullivan but his 18-yard strike was comfortably saved by Jake Cole.
Vassell posed a lot of problems for Torquay with his pace and had a good chance in the 31st minute.
A slip from Torquay right-back Levi Ives allowed Vassell to sprint clear but his shot was blocked by Lavercombe.
Harvey had the ball in the net in the 39th minute but he was flagged offside after a fierce 25-yard drive from Young was beaten away by Lavercombe.
Torquay finished the first half strongly, and Cole had to make some important stops as half-time approached.
The first came from a viciously inswinging corner from midfielder Nathan Craig, which Cole flicked away from underneath the bar.
Cole then made an excellent double save from Ashley Yeoman and Sullivan following a deep left-wing cross from Craig.
It remained goal-less until the interval, but Argyle took the lead within a minute of the restart from the penalty spot.
Vassell capitalised on a slip from Torquay centre-back Jack Deeman as he picked up the ball inside the penalty area and was fouled by Lavercombe.
Harvey confidently converted the spot kick, and the striker made it 2-0 to Argyle in the 50th minute.
The Pilgrims punished some sloppy defending from Torquay as Harvey lobbed the ball over Lavercombe and into the net.
Lavercombe started to come off his line and then stopped, and that hesitation proved costly as Harvey scored with a clinical finish.
The Gulls 'keeper partly made amends when he produced good saves from Vassell and substitute Ryan Lane soon afterwards.
Winger Niall Thompson fired narrowly wide for Torquay before Harvey squandered a chance to complete his hat-trick.
Lane made an excellent break on the left and crossed into the penalty area but Harvey blasted the ball wide of the target.
Argyle substitute Solomon Wheatley had a low shot saved by Lavercombe before Gurrieri fired narrowly wide from 20 yards after a superb, surging run.
Centre-back Paul Wotton played for 80 minutes on his comeback from broken ribs before he was substituted.
Gurrieri had a fine game for the Pilgrims and his goalbound shot was brilliantly blocked by Deeman in the 87th minute as it remained 2-0 until full-time.
