The man has been identified as Steven Tolly, aged 48, from Tiverton, was part of a South West Highways team repairing a stretch of the dual carriageway at Gornhay.
Mr Tolly spent much of last week on a life-support machine while receiving treatment for serious head injuries in the collision and died in Derriford Hospital last night.
His next of kin have been informed.
Emergency services were called to A361 at Tiverton on the northbound carriageway close to Gornhay Cross at 11am on Tuesday, January 29.
Two air ambulances landed at the scene to ferry the injured men, aged in their 40s.
A second man, who is believed to be 40, was also airlifted to the Royal Devon & Exeter Hospital with serious injuries.
He has since been discharged and is recovering at home.
A 22-year-old man was also treated for injuries at the scene and was described as "walking wounded" by police while a fourth man was treated for shock.
Police and the Health and Safety Executive are conducting an investigation into the collision.
A 43-year-old man from Saltash who was driving the van was later arrested on suspicion of dangerous driving.
He was taken to Heavitree Road Police Station in Exeter for questioning.
He has since been released on bail until May 20.
Officers have renewed their appeal for witnesses to the collision and would particularly like to speak to those who saw the Iveco van in the area at the time or how and where the men were working in the road.
Witnesses are urged to contact MPC Chris Wright at Exeter Serious Collisions Investigation Unit by calling 101, quoting log number 208 29/01/13.
