Town hall car park sale will 'help job creation'

COUNCILLORS were last night poised to enter into an agreement to sell a car park to developers who want to build a supermarket behind the town hall in Torquay.

Torbay Council has been asked to enter a conditional contract to lease the site at Castle Circus to developers.

A report before the full council said the idea will bring a 'step change in the pace of regeneration' and will help job creation in the town.

The busy car park is earmarked for the development of a new 40,000 sq ft supermarket which it is hoped will breathe new life into the town centre.

Councillors were due to discuss the plans at the full council meeting.

Under the terms of the agreement, a 199-year 'peppercorn' ground lease would be granted to Hawkstone PLC in return for the developer paying a premium sum of not less than £2.5million.

The contract to lease the land will be subject to the developer getting planning approval for a food store with car parking.

If agreed the developer will have to submit plans within six months and start work within 12 months.

Iain Masters, from the Torbay Development Agency, told Torquay Neighbourhood Plan Forum this was a separate process to planning permission being sought.

He said the supermarket would be about the size of Morrisons in Totnes and at Paignton Zoo and Sainsbury's at Paignton.

The scheme would replace the existing parking spaces and provide more for the supermarket.

The Shopmobility and Coalition of Disabled People units in Lymington Road would move to a temporary home before finding a permanent place.

    “Think you need to listen to what the cllr said on Wednesday - that TTCCP supported the proposal. It doesn't, it calls for more consultation. One has to wonder why when cllrs were made aware of this prior to the council meeting that they continued to suggest something different. The crazy thing is it would have been voted for regardless so not sure why he felt the need but hey he's a councillor - they are a strange bunch.”

    “I am happy that all ideas for the site are explored since we live in a democracy. That said I have rightly raised the question as to why someone would want to misrepresent the views of the Torquay Town Centre Community Partnership during the council's debate on the subject on Wednesday or misrepresent what has been submitted by the chair of the TTCCP to the Torquay Neighbourhood Plan. As I said earlier the whole matter can be discussed at the next TTCCP meeting.
    There should be a healthy debate regarding what is best for the town and hopefully others will join in!”

TTCCP chair signed submission off, I too am annoyed that councillors misrepresented them (think that's where this all started).Ref made to two other groups because we were told to do just that; as T&UCP and the Town Centres project group will have to when re doing their submission. Just follow links to find the stuff. Am really beginning to question your motives as to why you wouldn't want all ideas for the site in the wider public arena - do you have shares or something my friend? Instead of getting fixated on this one thing why not tell us hat you think about the rest of it. Enjoying the debate, enjoy the rest of your day!”

    “Pray tell woodie2010, where exactly on the current Torquay Neighbourhood Plan website did you find extract you mention? I note the paragraph mentions Torre & Upton Community Partnership and the Town Centre group - both totally separate entities from the Torquay Town Centre Community Partnership.
    Given the matter of misrepresentation of the TTCCP over the past few days will be an agenda item for its next meeting, please explain where this extract was taken from.”

    Opinion appears to be divided as to the best use for this site. T&UCP have suggested a landmark retail store and the TC project group a supermarket/superstore. The CP feels that alternatives should be considered such as a Town Square with all the associated activities and benefits that this could bring including a large screen TV to broadcast major events and to provide other marketing opportunities alongside it. It will therefore be necessary before any decision is taken to have full and wide consultation. *Also see thoughts about alternative site for supermarket under transport heading'”

    “The TTCCP submission makes no statement at all with regard to the development of the Town Hall car park which is why the matter is going to be raised at the next TTCCP meeting. No point in discussing any further until that meeting has taken place.”

    “Hi Spindleshanks - think you are looking in the wrong place. All this discussion has highlighted is that opinion is divided which is all the TTCCP submission states. Thought this NP thing was about listening to everyone's ideas and providing the opportunity for debate.”

    “Oh dear woodie2010. I am rather glad the submissions by the Torquay Town Centre Community Partnership to the Torquay Neighbourhood Plan (http://tinyurl.com/7ylfvsn) are still availaible to be read by all since they make no mention of the proposed development of the town hall car park; this in straight contradiction to what you have been claiming in various postings on this website.
    It is not for one person to publicly misrepresent the views of a Community Partnership either on this website or in tweets live from a council debate on the subject. It is clear one person was happy to do that on Wednesday evening ironically accusing councilors of misrepresenting issues during the debate.
    If the Torquay Town Centre Community Partnership where against this proposed development they would have said so in their submission to the Torquay Neighbourhood Plan and they haven't.
    This development is fantastic news for Torquay town centre and any investment in the town should be given serious consideration without misrepresentation, especially if it is done in someone else's name.
    Not everybody is going to like the proposal and that is the reason there is a planning process during which objections can be made.
    I suggest representations are made on this matter at the next meeting of the Torquay Town Centre Community Partnership.”

    “TTCCP submission was signed off by the Chair, so suggest it is taken up with him. All the TTCCP has done is highlight that there are differing views about this site and surely the draft plan that is going to be prepared for wider consultation should reflect this. Happy to see the submission is still on the website in it's entirety.”
