Ms Vasco-Knight said: "This is an exciting and ambitious development. It demonstrates our commitment to the Torbay area and is in line with our strategic vision for growth in this sector."

Balfour Beatty was appointed by the NHS Trust last year to develop the shell building, which it will take on a 25-year lease with fixed upward rent reviews.

Detailed planning consent was secured in September and Balfour Beatty completed the purchase of the 3.0 acre site from Cavanna Homes in February.

It is part of a larger site Cavanna is bringing forward that will provide 220 new homes.

The first phase of the enabling works, a new access road and traffic light junction on the main Paignton Road is already complete, with the base building scheduled to finish by the end of the year.

Fit-out will begin in 2013 and the NHS Trust hopes to have the new facility operational by the end of 2014.

Mr Taylor said: "The scheme brings the construction, civil engineering and development resources of Balfour Beatty together to provide a turnkey facility for the NHS Trust".
