Trustee Susie Colley said: "We have been overwhelmed by the generosity of people in such austere times.
"Some people who donated have told us that they have been affected by the tragedy and are too upset to speak about it."
Irish couple Con Twomey, 39, and his wife Elber, 36, from County Cork, are said to be starting to show some progress after suffering life-threatening brain injuries in the crash.
Their 16-month-old son, Oisin, and unborn daughter Elber did not survive the accident.
Torbay Polish cab driver Marek Wojciechowski, 26 and a father-of-two, also died in the collision between the two cars.
The organisers of the fund say they are looking for volunteers to help fund raise with bag packs and a raffle in the pipeline.
Donations can be made payable to 'Hamelin Way Fund', either to the Herald Express, Harmsworth House, Barton Hill Road, Torquay, TQ2 8JN, or into a Lloyds TSB account: Sort code 30-98-67, account number 22316960. Also visit www.hamelinwayfund.org
