Maggie had been nominated after using sign language to bridge the communications gap between a council employee and a profoundly deaf customer at the authority's Paignton Connections office.
She said: "I am very proud to have won the award. In a way, it felt like I was receiving it for the whole of our team.
"It was lovely to see so many people on the night who were so committed to caring for others being recognised for their dedication."
Service manager, Tina Cross, said the nomination was a sign of the dedication of staff at the service. "It's fantastic news for Maggie and we're so proud of her. The award has recognised the dedication that she, like all our support workers, has to her job."
